Seems like it used to be common courtesy to turn them off as soon as you see a car coming the other direction, and forgetfulness was usually remedied with a quick flash. Also you don't turn them on if you're behind someone?
Now people regularly leave them on (I think it's intentional) until they are within a couple hundred feet, then shut them off. Yeah, that's annoying.
