Has anyone else noticed over the last couple years people saying they are "salty" about something, I guess meaning they're mad? Where the hell did this come from?

Yeah, growing up on the west coast I heard it too. Usually as a combination of foul language as in talks like a sailor i.e. fishermen/tug boat skipper, and foul mood as in "the great white got my hand."
I know the definition of it being "like an old salt [i.e. sailor] would say," but now I'm seeing the ornery usage a lot and had never seen it prior to a couple years ago.

I’ve been hearing salty in the ornery type usage for at least a decade in the Bay Area. Mostly on sport talk radio but it’s definitely not an unusual usage here now
