There are no separate CPSC standards for kids bikes, or at least that is what I was told by the former head of Hayes bike division who led development of their JUNIT components. So, everything has to be strong enough to meet adult CPSC bike standards which makes the strong part of the light/strong/cheap, pick two-problem non-negotiable. Lots of companies make light kids bikes now, but they are not cheap. Resale is great though, or it least it was when my kid was riding 16 inch to 24 inch wheel bikes, so you can think of it more like a long-term rental with a refundable 50-75% deposit.
