Came back up the hill Sunday afternoon about 5-ish. I was amazed how good EB traffic was. Heading down on Thursday I saw that there was in fact many people heading up, so peeps must have adjusted or I caught it at some mystical space in time.

I hate this shit..the eastbound toll lane HAS NOT been a great success. It’s barely helped. Westbound won’t help either, especially if it doesn’t start on top of Floyd Hill (continuing the 3 lanes).
No matter what happens, the politicians will pat themselves on the back.
Let's face it - we, as a populous, do NOT have the will to do anything about I-70. It'll just get worse until people start to give up in large numbers. Hopefully, by then, it'll all be self-driving cars and travel times will get better simply by eliminating human drivers.
