Heard it doesn't start until 2019, and there is talk about lighter penalties for .05-.079.

Sure does vary internationally. Northern Ireland is .03, with potential random checkpoints at any time. Over twenty days/nights in the golf clubhouse and pubs, i saw one person drive home, and they had a single Guinness. Everybody else enjoyed [a lot!] more beer and booze, but took cabs, wives, etc. Interesting cultural difference.

Oh, i know..... its Not a "pull overable" offense. Its Only in addition to another moving violation . ...as far as I can tell it's completely toothless law and an ineffective deterrent, unless you're speeding and running red lights

Also not true, it's a primary offense. Meaning they can pull you over, and the fines are some of the strictest in the nation.
