Superlight Frankentech binding for cheap (relatively) FYI
Plum 145 heel $85/piece at 2.2 ounces or get the 165 (adjustable heel track) at $110 and 2.9 ounces. These have a fixed release value which Plum told me was equivalent to 8/9 so that needs to work for you. Concerns I have read about plum seem to be mostly about the toes.

Dynafit Radical toes $90/piece at 5.1 ounces

No need to shim the toe in this set up. You will need a wide travel walk mode in your AT boots to make the skinning more comfortable. That is a hell of a set up for $350.
As a comparison the Dynafit Radical Seeds will weigh 5.4 ounces more per foot and cost $50 more (this is not factoring in the weight and cost of the plate to reduce the ramp angle) and the Dynafit Radical ST weigh 12.3 ounces more per foot and cost $100 more for the set.
I have no connection with skimo other than great service in the past.
Edit: as in most things Jonathan is faster than me and he posted this almost exact same suggestion in a review a week ago under the Plum heels on the skimo site. I only saw the review after posting up this thread. He does have an interesting comment of how having a non race toe would impact release values.Last edited by cat in january; 09-14-2014 at 06:17 AM.

Now that Dynafit has apparently discontinued its Low Tech Radical (i.e., Speed Radical toe + Low Tech Race heel w/ steel instead of Ti pins), kind of ironic that no budget race binding is packaged at retail -- despite lots of budget race skis, along with a new budget race boot from La Sportiva -- yet it is now so easy to assemble a budget race binding a la carte.
Another option for allowing some fore-aft adjustment is getting Kreuzspitze plate, which is compatible with Plum heels:

The 14mm model uses the Dynafit heel mounting pattern, which is nice if you don't want to be brave (or even braver) in Swiss cheese-ing your skis.Mo' skimo here: NE Rando Race Series

I just bought an awesome lightweight touring setup from Jason at skimo co - great guy, he knows his stuff. Strongly recommended for this stuff. I was tempted by this setup, but ended up going full Plum race.

I'm selling a pair of skis that would be great with a binding setup like this!

Do you think my local ski tech would cuss at me for bringing that setup in for mount?!?! Really tempted, doesn't get better at that price and freaking brand new!!

If you get the plate like Jonathan suggests it is apparently a standard Dynafit Radical mount (I don't know anything about that plate). Tech should have no problems with that mount.
Just be aware of the limitations you are buying with the heel.
