Pontoon boats?

Hey guys!

I'm thinking of getting a pontoon boat. They're not very common here in Finland, so it's bit hard to find info on those. I already have belly boat, but would like to have oars too. Ideally I could row to hot spots and then stay in the area with fins. I would use it on local lakes, rivers and also at sea(only in fjords, not in open sea). Probably not going to put a motor on it, but it would be nice to have that possibility if needed some times.

So is there any important stuff that I need to be aware when ordering one? Any reasonably good one and also cheap, I would like use less than 650 $.
