As far as i know The tank is for the east side of the pass where there are numerous slide paths.

There are a pair of tanks at Stevens, they can be moved to control different areas but are most often used around the Old Faithful zone just to the west of the pass...

They keep them east of the Pass during the off-season then move them west when the season begins. (There are videos on the internets that document some of this) Pretty sure they have semi permanent firing positions just west of the pass and north of Hwy 2 in which they have line of sight and can control most of the paths west of the pass. There is a reason that a typical pass closure involves the 8 miles west of the pass. Other than Tumwater Canyon there is little danger to The highway east of the pass from snow slides in normal conditions...
