In this case most refers to the greatest quantity, to the largest subgroup of the 46%, not necessarily a majority i.e. "most of the people who don't pay federal income taxes are elderly people followed by the young" as the follow-up post further explains.

In this instance, sure. Proportions matter in this discussion due to an increasing percentage of the American population joining the ranks of the elderly with each passing year and the fact that the proportion of American families paying no federal taxes is unusually large because of the Great Recesion could clear up some misconceptions about who pays taxes rather than trying to focus public attention on a narrow slice of data that justifies letting the rich pay as little as possible, while obscuring the full picture, which leads to precisely the opposite conclusion.

when only 22% of the world's population lives in powowisdumbistan
unless that person was triage, in that case i would know that he doesnt understand what the word means
"most of" = majority = more than 50%
"the largest group within" = plurality = NOT necessarily the same thing as a majority

That's a good analogy. Another way to look at it is how income becomes exempt from taxation. As before, the majority, a little more than half, of the 46% are young people just getting started in the work force working part time or minimum wage jobs or are students etc. or are retirees & seniors or the disabled—62% of the people who paid no federal income tax in 2011 had incomes under $20,000 and therefore much of their income falls under the standard income tax provisions which include personal exemptions for taxpayers and dependents and the standard deduction.
The other half of the of the 46% owes no federal income tax because the tax code exempts certain types of income through tax expenditures most of which are elderly tax benefits like the extra standard deduction for the elderly, the exclusion of Social Security benefits, and the tax credit for the elderly followed by the earned income child tax credit designed to lift families out of poverty:
