I don't know why about the wind, but this thread is still extremely helpful:

My experience here is that high winds come right before or after major changes in weather. This year, I've associated the high winds to the weather teasing me about big changes in weather just to the north, or the south.

You've probably seen it, but this one's okay:

This doesn't say anything about our winter but it does show why its so windy on the lee side of mountain ranges (mostly after around 38 seconds). When a fluid is squeezed into a narrower channel, it speeds up. Bernoulli's principle.
Upper level winds are strongest above frontal systems, where surface temperature gradients are large. There is often more than one jet at a given longitude, a strong one and a weak one.
Check out these maps. I'm glad I'm not the guy who has to draw the line that shows the "jet stream".

This is a pretty good page with some of the most widely used weather forecast models:
http://weather.cod.edu/forecast/
The "NAM" and "GFS" are the models that are most frequently used by forecasters. 4 model runs are posted each day, at approximately 4-6am, 10-noon, 4-6pm and 10-midnight. 500 mb winds reflect the "mid level" jet stream, at approximately 5km in height (above sea level). 300 mb winds are a better indicator of the "upper level" jet stream (8.5-9km above sea level).
