    What about this one, that looks to be the exact same thing, on Amazon for $16.

    [ame="http://www.amazon.com/35mm-Flex-Hone-Cylinder-Silicon-Carbide/dp/B002MOUG9M"]Amazon.com: 1 3/8" (35mm) Flex-Hone Cylinder Hone Tool 240 Grit (Silicon Carbide): Automotive[/ame]

    Not sure about options for different diameters.

    maybe a cylinder hone from a car parts store? It might take off too much too quickly though.

    ^^^not sure if that goes that small either.

    Long shot, but could you find one of these in a "close enough" diameter and high grit?

    the engine cylinder hones that I've seen only go down to about 2" (50mm). a brake cylinder hone might work though...

    goes down to 21mm and is cheap:

    Along those lines, there might be an attachment for a dremel if you have one that is close enough to the right size.
