    For the record, this was clarified for me today. This lower resevoir and spillway are owned by The City of Golden, and not the Henderson Mine. The Henderson mine kind of keeps an eye on it, but more for water related problems. I doubt mine personell would bother anyone unless they blocked the access gate.
