any place locally to get a transceiver and other assorted gear?

Marmot Mountain Works, perhaps? (Berkeley and you can even take BART there...the Ashby station is right across the street).

REI, perhaps? They have shops in SF, Redwood City, and Berkeley.

Sports Basement, perhaps. They have shops in Potrero (behind the 16th Street Safeway) and in the Marina.

But if you're based in SF why not just roll into The Backcountry in Truckee on your next trip to Tahoe?

Also, have you tried the wonderful thing known as Google or even the Yellowpages?

Those usually turn something up.

Also, if you know what you want the Interwebs always have tons of stuff to buy that will be delivered to your front door step without a moment's hesitation (well maybe a few moments of hesitation, but still...)

I think Backcountry.com is selling the BCA Tracker beacon for about $230, which is a very good deal on a well-regarded beacon. Otherwise, I'd go with Marmot (as dookey67 mentioned) or REI (if you know what you want and don't need in-store advice). Or you can buy used gear off the gear swap forum here, which is how I got most of my avy gear this year.
