Oh, I thought you meant they were affiliate cpa ads. Yeah, impression based ads have sucked for me. They might not be good at catching all of the fraudulent clicks, but they are when its mentioned on...

They are PPC ads, not CPA. Encouraging people to click on them is what google calls "click fraud", and they are really good at catching it, so people should only be clicking if they are interested.
