Yep. The higher DIN of the Beast might not actually be necessary for most, but if it convinces them to get a tech fit setup then it's done it's job.
Plum Phatboy is listed for $819 at Bent Gate. So the price tag of the Beast 16, while hard to swallow, seems to be in a comparable range for other "beefy" tech options.
Also might want to check out the Atomic Ritual. Seems to fit the parameters you've listed, and I can tell you it performs quite well.

An Atomic rep told me the Charter is more lightweight than the Access, something about lighter materials. They didn't have one on hand so I couldn't confirm.
Had my 184s mounted at +3.5 with BD01's. Skied them yesterday on groomers, no problems.

IMHO, you don't need wall-to-wall skin coverage, especially with bigger sticks. 115mm will probably work fine.

I did the same. If the difference in true center between 192 and 184 is only 1 cm, I think that's not much. But a good thing to know regardless.
