SAO PAULO More than 100,000 people took to the streets in overwhelmingly peaceful protests in at least eight cities Monday, demonstrations that voiced the deep frustrations Brazilians feel about carrying heavy tax burdens but receiving woeful returns in public education, health, security and transportation.

In Sao Paulo, Brazil's economic hub, at least 65,000 protesters gathered at a small, treeless plaza then broke into three directions in a Carnival atmosphere, with drummers beating out samba rhythms as the crowds chanted anti-corruption jingles. They also focused on the cause that initially sparked the protests last week - a 10-cent hike in bus and subway fares.

Hundreds of protesters in the capital, Brasilia, peacefully marched on congress, where dozens scrambled up a ramp to a low-lying roof, dancing on the structure's large, hallmark upward-turned bowl designed by famed architect Oscar Niemeyer. Some congressional windows were broken, but police did not use force to contain the damage.

"This is a communal cry saying: 'We're not satisfied,'" Maria Claudia Cardoso said on a Sao Paulo avenue, taking turns waving a sign reading "#revolution" with her 16-year-old son, Fernando, as protesters streamed by.

"We're massacred by the government's taxes - yet when we leave home in the morning to go to work, we don't know if we'll make it home alive because of the violence," she added. "We don't have good schools for our kids. Our hospitals are in awful shape. Corruption is rife. These protests will make history and wake our politicians up to the fact that we're not taking it anymore!"

The protests come after the opening matches of soccer's Confederations Cup over the weekend, just one month before a papal visit, a year before the World Cup and three years ahead of the 2016 Olympics in Rio de Janeiro. The unrest is raising some security concerns, especially after protests last week in Sao Paulo and over the weekend in Rio produced injury-causing clashes with police.

‘We’re Tapped Out’: Detroit Emergency Manager Proposes Plan To Creditors

DETROIT (WWJ) – [I]There’s still a 50-50 chance Detroit will file for bankruptcy.

That’s according to Detroit Emergency Manager Kevyn Orr, who has detailed a plan for the city’s financial future in a 134-page proposal to creditors.

Orr on Friday sat down in a closed-door meeting with about 150 creditors, bond holders and unions to discuss the city’s fiscal situation, seeking concessions that would save Detroit millions of dollars in payments.

Perhaps the most dramatic aspect of his plan: Orr said, starting now, there will be a moratorium on debt payments for all unsecured funded debt. Creditors are being asked to take about 10 cents on the dollar of what’s owed them. Underfunded pension claims would get less.

This latest comes as Detroit continues to spend more money than it takes in as revenue. The city’s budget deficit could top $380 million by July 1, and Orr now estimates the city’s long-term debt at $20 billion.

“This is not a jaded effort just to get to a bankruptcy filing,” said Orr, addressing reporters following Friday’s meeting. ”I sincerely want people to behave rationally and take this opportunity to work together.”

As part of the proposal, Orr said he wants to invest $1.25 billion in the city for police and fire; and $500 million to fight blight.

The plan also includes sweeping changes to pension and health care benefits, which Orr said he’ll discuss at a meeting with unions and pension leaders next Thursday.

“What the average Detroiter needs to understand is that where we are right now is a culmination of years and years and years of kicking the can down the road,” said Orr, adding that his proposal should not be seen as a “hostile act” but as a step in the right direction.

“We’re tapped out,” Orr said. ”We need to come up with a plan to restructure our debt obligations and our legacy obligations going forward — that is: pension, other employee benefits, health care, so on and so forth.”

Orr said there are about 10,000 current city workers, roughly 20,000 city retirees, and 700,000 Detroit residents.

“We have to strike a balance between our legacy obligations to our creditors, our employees and our retirees, and the duty we have as a city to 700,000 residents to give them lights, police, fire, emergency management, clean streets,” Orr said.

As part of his report, Orr details what led the city to this point. “During the past several decades, the City of Detroit (the “City”) has experienced changes that have adversely affected the economic circumstances of the City and its residents,” the report states — citing, among other thing, the city’s declining population, high unemployment rate, eroding tax base, high crime rate, and plummeting credit rating.

What Orr’s proposal does not include is the much-discussed possibility that Detroit should sell Belle Isle, or the Detroit Institute of Arts’ collection.

Orr, a Washington-based bankruptcy attorney, was hired by the state in March after a financial emergency was declared in Detroit.

While a large number of the veterans commiting suicide are in their 50s - after Vietnam - the rate for Iraq/Afghanistan vets is about three times the average for civilians.

I just sent Dan's message to POTUS, my senators and US Rep. Told them they owe our wounded warriors the health care and assistance worthy of their sacrifice. Whatever your beliefs about our recent South Central Asian adventures, our military personnel did what was asked, and now its time to make good on our commitment to them.

Next time a President starts talking about kicking ass overseas, start screaming no. Really, when was the last time we won a war overseas since WW2? Grenada, Panama and Kuwait don't count, so the answer is "never". History is replete with lessons about war and treasure - its time the tools in DC learn them.

There's lots of organizations that help paraplegic vets get outside and active again on sitskis, handcycles and kayaks. Volunteer a little time to share your love of outdoor sports with them. IME, they bring the effort and don't whine. Who knows, you may provide the motivation for some vet to keep going.

And finally, if you see GWB, Cheney, Rumsfeld, Rice or Wolfowitz, walk up and kick 'em in the nuts or cunt. Judge will likely call it justified.

These are well worth the time and will no doubt increase in number as this crisis unfolds.

So a few months ago a chick living in a rural county in Oregon (Josephine County) calls 9-11 because someone is breaking into her house to accost her. The 9-11 operator says "pound sand" because the County's residents decided they didn't want to increase their property taxes (which are the lowest in Oregon) to pay for their safety force. Chick ends up getting raped and a bunch of her shit was stolen from her house. Elected officials decide there's a safety issue in these counties...I've read some of them have just a handful of cops to patrol the entire county. So they put it back out to the voters to marginally increase their property taxes to be more in line with the rest of the state and what do the citizens do? Yup, they vote it down because they dont' want to pay taxes.

Fast forward to today the Governor and other state elected officials didn't like that these counties voted down the tax increase and are now going to use funds from the states general budget to pay for their cops. In other words these assbags in Josephine and Curry county will be sucking on the government teat.

anyone that's lived in Oregon understands that areas outside of Portland, Eugene, and Ashland are pretty much GOP country. These folks have been convinced they have "too much government" and vote down any increase in funding regardless of the reason. I say let them live in their GOP utopia. They already suck on the government teet more than the rest of the state...so why should the rest of the state give them even more financial support?

This is an interesting issue in that it's what goes on nationally but on a state scale. Question for the teatards/GOPers on this one. The citizens of these counties have built their mess/utopia through idiotic ballot decisions, depletion of their available logging resources, by electing conservatives, etc. Shouldn't everyone just leave them alone and let them live they way they've decided, via their voting, is acceptable to them?
