I want photoshop but I'm choking on the pricetag any cheaper alternatives? Need resizing images and basic touch up abilities

Photoshop Elements 2.0 by Adobe. The cheap, bare bones edition of Photoshop. Around $75-90

this graphic design professional says go for photoshop elements. they got it at costco for PC's.
or there is always limewire, but you didn't hear that from me.

Paint Shop Pro is also at Costco. I've been using it for years. It does everything I need it to.
