I'm going to guess that 1. is Djamoldin Abdujaperov, who won a couple of green jerseys back in the 90s before getting bounced out of professional cycling for drug abuse.

8. Bonus - Green - because it's the color of hope (except for 1968 when it became Red, to please sponsors)
Polka Dot - similar to the packaging of a candy bar manufactured by one of the sponsors in 1975
